Democratic lawmakers are increasingly calling to defund Immigration and Customs Enforcement (ICE) as well as impeach Homeland Security Secretary Kristi Noem after a federal agent shot and killed a woman in Minnesota on Wednesday.
The defunding push is creating problems for lead Democrats, however, as they argued earlier this week that any attempt to defund ICE is off the table. Senate Minority Leader Chuck Schumer, D-N.Y., and House Minority Leader Hakeem Jeffries, D-N.Y., have emphasized that the Affordable Care Act remains their priority.
Nevertheless, Wednesday’s killing of a 37-year-old woman in Minneapolis has galvanized ranks of Democrats.
“Certainly everyone in that room, at least on my side, is livid at what happened to this woman,” said Rep. Delia Ramirez, D-Ill., who has previously called for a government shutdown to defund ICE. “Not just a resident of Minnesota, a U.S. citizen… a 37-year-old White woman, was shot, and then they lied about it.”

“They’re disappearing people off the street, and this has nothing to do with citizenship at all, increasingly, in who they’re going after,” argued Rep. Alexandria Ocasio-Cortez, D-N.Y.

“Secretary Kristi Noem is an incompetent leader, a disgrace to our democracy, and I am impeaching her for obstruction of justice, violation of public trust, and self-dealing,” Kelly said. “Secretary Noem wreaked havoc in the Chicagoland area, and now, her rogue ICE agents have unleashed that same destruction in Minneapolis, fatally shooting Renee Nicole Good.”

While Kelly’s effort is more far-fetched, Democrats seeking to throw a wrench in the legislative process over ICE funding could potentially see some success.

“Democrats cannot vote for a DHS budget that doesn’t restrain the growing lawlessness of this agency,” wrote Sen. Chris Murphy, D-Conn., said in a statement.

Rep. Pramila Jayapal, D-Wash., echoed Murphy’s sentiment, saying Congress cannot “keep authorizing money for these illegal killers,” going on to call ICE a “rogue force.”

House Minority Leader Hakeem Jeffries (D-N.Y.) said Thursday that he has not ruled out impeaching Homeland Security Secretary Kristi Noem if Democrats take back the House after the 2026 midterm elections.
“Yeah, we haven’t ruled anything in or anything out in terms of the proper way to bring about accountability,” Jeffries told “All In” host Chris Hayes on MS NOW.
Jeffries said Democratic lawmakers will discuss possible options early next week.
“But what’s clear to me is Kristi Noem is deeply unqualified, deeply unserious and deeply dangerous,” Jeffries told Hayes. “She’s a complete and total disgrace. She should never have been confirmed by the Senate in terms of holding this position.”
Jeffries accused Noem of having “slandered” Renee Nicole Macklin Good, the 37-year-old woman who was killed by an Immigration and Customs Enforcement (ICE) officer in Minneapolis on Wednesday. Noem and other Trump administration officials accused Macklin Good of carrying out an act of “domestic terrorism” and claimed that she tried to run over an ICE officer with her car.
“That agent should be criminally investigated to the full extent of the law,” Jeffries continued. “And simultaneously, in Congress we need to decisively respond, and we will.”
He added that Congress needs to “limit or address decisively the lawlessness that the Department of Homeland Security has unleashed on the American people.”
“And we just have to continue to stay on the case on all of these things in order to begin the process of decisively ending this national nightmare in the United States,” Jeffries said.
Lawmakers on both sides criticized the shooting and Noem’s handling of it. Sen. Thom Tillis (R-N.C.) said it was “unusual to have a senior law enforcement official … draw a conclusion about an event where the scene was still being processed.”
“Either Secretary Noem has a lot of information that she will share with us in the coming days that formed a basis for advising the president, or she communicated too soon,” Tillis said.
House Homeland Security Committee Democrats called on their Republican colleagues to have Noem testify. In a letter to Chair Andrew Garbarino (R-N.Y.), the panel’s top ranking Democrat, Rep. Bennie Thompson (Miss.), said that Republicans who do not act over the shooting “are as culpable as President Trump himself for the harm he is causing our great country.”
California Gov. Gavin Newsom (D) said Noem must resign.

On Friday, the White House released video obtained by Alpha News showing the ICE officer’s perspective before the shooting. Macklin Good has her window down as the officer walks around her car, and she is seen saying to him, “That’s alright dude, I’m not mad at you. I’m not mad at you.”
The officer circles the SUV as a woman heckles him and grabs the passenger-side door. Officers are then heard saying, “Get out of the car. Get out of the f‑‑‑king car.” The video does not show the moments shots were fired, as the camera jostles and captures the sound of the shots. Her SUV can be seen careening down the road and captures the sound of her vehicle hitting a parked car.
A man’s voice can be heard in the video saying “F‑‑‑king b‑‑‑‑.”

WASHINGTON — House Democrats are piling onto an effort to impeach Homeland Security Secretary Kristi Noem after this week’s fatal shooting of a Minneapolis woman by an ICE agent.
Rep. Robin Kelly (D-Ill.) announced Wednesday, the same day as the Minneapolis shooting, that she is filing three articles of impeachment against Noem. She accuses the homeland security secretary of obstruction of Congress, violation of public trust and self-dealing.

“It’s one thing to be incompetent and dangerous,” Kelly said in a statement, “but it’s impeachable to break the rule of law.”
Members of Congress who have since joined her effort include Reps. Melanie Stansbury (D-N.M.), Kevin Mullin (D-Calif.), Yassamin Ansari (D-Ariz.), Maxine Dexter (D-Ore.), Raja Krishnamoorthi (D-Ill.) and Brad Schneider (D-Ill.).
“To those of you that are continuing to provide cover for this lawless, unconstitutional, abusive and violent administration, shame on you,” Stansbury said Friday morning on the House floor, her voice cracking. “I will be joining to file articles of impeachment against Secretary Noem. Enough is enough.”
It’s not likely to work, as Republicans control the House and have no appetite to anger President Donald Trump. But it’s a message that will certainly resonate with Americans outraged not just by Noem trying to gaslight people about the incident, but also by the Trump administration’s ongoing efforts to flood Democrat-run cities with masked federal immigration agents whom local residents say have brought fear and violence.
The Trump administration argues the surges of federal agents are necessary to remove criminals from the country, though many of the people detained or deported have no criminal record.
A DHS spokesperson mocked Kelly for trying to impeach Noem and floated a questionable statistic. “How silly during a serious time,” the spokesperson said in an email to HuffPost. “As ICE officers are facing a 1,300% increase in assaults against them, Rep. Kelly is more focused on showmanship and fundraising clicks than actually cleaning up her crime-ridden Chicago district. We hope she would get serious about doing her job to protect American people, which is what this Department is doing under Secretary Noem.”

The statistic about assaults is misleading, according to a Los Angeles Times review last month of thousands of pages of court records, since the majority of the alleged assaults resulted in no injuries. Sen. Alex Padilla (D-Calif.) has said the White House is pushing those statistics to “encourage even more brutal immigration enforcement operations.”
Some Democrats have already been sounding alarms about Noem breaking laws prior to the Minneapolis shooting.
Last month, Rep. Delia Ramirez (D-Ill.) urged the leaders of the House Judiciary Committee to launch an investigation into what she called Noem’s “potentially impeachable actions.” She accuses Noem of misusing resources appropriated by Congress, repeatedly making false statements to lawmakers and the press, and undermining the separation of powers.
“Under Secretary Kristi Noem’s leadership, the Department of Homeland Security (DHS) has done irreversible harm to our constituents, trampling the rights of all people and disregarding the rule of law,” Ramirez wrote to Reps. Jim Jordan (R-Ohio) and Jamie Raskin (D-Md.), the chair and ranking member of the committee, respectively.
